Perhaps the make didn't complete properly but didn't stop either.
The make macros in all 3.x release until now have shown some
situations where this can happen. Please run make again and
look closely at the output to see if there are any fatal build
errors.
(btw, this is usually a system where either yacc or lex isn't
installed).
