AFAYK...
This is one of these fairly simple but long to explain things.
The general meaning of all 0s is "this" and is often used when a
host is uncertain of its IP address and needs to be informed of
all or part of it. An IP address that has a field of all 0s can
be used legally only as a source IP address.
If you are using BOOTP to assign addresses then 0.0.0.0 is a legal
address for the system in the process of requesting an address.
BOOTP is a method whereby a server issues IP addresses and other
info from a central pool.

For Comments - internet standards) and networking mauals to read.
