Running java applet to connect to msql on same hard drive (laptop with win98)

Hello,
Sorry to bother everyone but I am in need of some information. I have to present my java applet that I plan to access a database using msql for windows. I have a laptop with windows 98 se on it and want to run the applet from my hard drive, and want to access the msql database which I want on my hard drive (c:) also.
Is this possible and if so could you please tell me what I need to do.
I downloaded msql for windows and when I put msqladmin create Database1, I get the error = can't connect to MSQL server on 127.0.0.1

Could you please give me any information that would get me pointed in the right direction, I have no access to a server with MSQL right now, so I would need it to run off my laptop for now, with no connection to anything during the presentation.
