What is the "best" HTML interface to MSQL?

Hi, Everyone!

I have already designed my first database and now I am in the process of
selecting a good interface for it on the Web. Which of the following
provides the fastest and most convenient Interface?

PHP
W3-msql
Java
PERL

Please let me know your opinion since you have more experience than I do.

I expect the database to have a lot of visitors. Thus, I want quick access
and quick information display.
