Hm, i think the normal headers like "From: ", "To: ", "Subject: " etc.
can be set by every user. To change the envelope sender adress you can
use the -f switch of sendmail, but the manpage say about this:
Sets the name of the ``from'' person (i.e., the sender of the mail). -f
can only be used by ``trusted'' users (normally root, daemon, and network)
Trusted users are declared with "Tnobody" in sendmail.cf
