For sure 1.0.16 - (I'm running it on a W95 box).

Go to the 'contrib' area and look carefully at the filenames for
msql116b-w32.zip

My guess is that 2.0 will also be ready for W95.NT soon/eventually - all we
need now is a Win95/NT version of PHP ;-)
